Is the “Woke” Kultur Guilty of Systematic Racism?

If there is systematic racism you could identify it by denying people the opportunity for a better education, better jobs, the opportunity to own their own home, etc. Where do we find policies that do just that? In the “progressive” state of California. Are the politicians, unions, special interest groups who back these types of policies racist?
