Government policies which lead to a lack of individual responsibility cannot be solved by spending alone; there is a direct link between certain personal values and success or failure. This is nothing new and was pointed out fifty-six years ago by Daniel Moynihan in The Moynihan Report, yet we continue to see policies which create generations of despair.
